SipDroid makes free Internet calls on Android phone
If you wish to make VOIP calls on your HTC G1 or other Android smartphones, you can now make use of the SIPdroid. The SIPdroid is an application specially designed for the Android mobile devices to make free Internet calls via 3G or WiFi, similar to what the iPhone Skype app does.

The SIPdroid is an open source application written in Java. It claims to deliver perfect voice quality on making VOIP calls over 3G or WiFi. To use it, the user needs to have an SIP account to connect to the Android-based smart phone.

Such as you can get an account from PBXes or any of the commercial SIP providers. The basic account from PBXes is free, or you can get a premium account which offers more and allows making regular phone calls and streaming video at the same time.
