The Ninja Shuriken was first made in a magnet form that could be used to stick some notes on the fridge. A magnetic shuriken can only stick on metal surface which may not be as convenient as tacks that could virtually stick on any surface. Therefore, the Shuriken now comes in the form of tack, which is handier for sticking notes.
When these tacks are used to stick those notes on a message board, they also give the same optical illusion as if the Shuriken partially penetrates into the message board, just like it was thrown by the powerful hand of a real Ninja.

They’re not necessarily used on the message board, since they come with two pins, you can also stick it at the edges of your desk or cubicle. But, don’t do this as all the office furniture will be left with lots of scars.
