WiFi needs hotspot area and normally hotspot area only available at restauran or coffeeshop (provided by these reataurants or coffee shops provide it.) or small area in the cities or you make your own at home etc. Or in the states, Google is providing quite a big coverage.  Rural areas will not have WiFi coverage.

HSUPA is a high speed supported by mobile phone network, which is 3G (3rd gen) or above. The mobile phone network shall have coverage up to the entire country, no matter you&#039;re in urban or rural area. Even though you&#039;re in rural area, if your country&#039;s mobile coverage can reach there, and your cellphone can connect using 3G there, then having this modem connected to your PC/laptop, you&#039;re able to connect to the Internet</description>
